negativeExponent 0b362afcc0 Cheats: Fix pro action replay cheat format

Two issues are causiong PAR cheats to not work.
1. GG decoder should only accept specific characters. When it fails,
   assume PAR code.
2. The corrent code that makes PAR decoding work was not set.

Both fixed on this PR with some added notes.

FCE Ultra mappers modified

FCEU "mappers modified" is an unofficial build of FCEU Ultra by CaH4e3, which supports a lot of new mappers including some obscure mappers such as one for unlicensed NES ROM's.
